NDIS Full Scheme Agreement for Victoria

The Commonwealth and Victoria governments have reached enduring arrangements for the National Disability Insurance Scheme (NDIS) in Victoria.

Minister for Families and Social Services and Acting Minister for the National Disability Insurance Scheme, Anne Ruston, said this was another significant milestone for the rollout of the NDIS across Australia.

“Victoria today joins the ranks of five other states and territories with full scheme agreements, with Western Australia on track to sign up by 2020, and negotiations continuing with Queensland,” Minister Ruston said

More than 75,000 people with disability in Victoria are already benefiting from the NDIS including about 17,000 people who had never received disability support before.

“This landmark agreement, which begins from 1 July 2019, puts in place long-term funding and governance arrangements for the NDIS, giving Victorians certainty that the future of the NDIS is secure,” Minister Ruston said.

“The Morrison Government, the National Disability Insurance Agency (NDIA) and the Victoria Government are committed to providing a high-quality experience for participants as they transition to the NDIS.

“Our goal to make life easier for NDIS participants and providers—and all Australians who rely on government services.

“We are taking the time to make sure the NDIS transition is a smooth one, including for any Victorian residents who transition to the NDIS after 30 June 2019.

Under the agreement, Victoria has committed to paying fixed annual contributions starting at $2.59 billion in 2019-20, and indexed each year until at least mid-2023. The Commonwealth has committed to paying the balance of NDIS costs in Victoria and will provide Victoria with access to $2.4 billion in DisabilityCare Australia Fund (DCAF) payments.
